Along with the display on your device, Location services and their use specifically of your GPS antenna are easy ways to drain your battery. While we do not think that turning off Location services permanently is the best idea, there are times that it is just not needed.

If not, you'll want to leave it on battery saver or lower. Past Android 8 is not a problem anymore because background apps can't get the actual GPS enabled so they only get location through Play Services (wifi/Bluetooth/cellular). The location services don't drain battery as much as a very poor signal, IMO.

The location settings in android are ONLY applicable when an application polls for location. Google maps uses mobile data to get map data, navigation information, etc You can reduce that by locally caching a local map. Then it figures out where you are based on your location settings.
